Are rails electrified? If so how much?

So back in my impulsive days i ran through some rails to get to my girl(i was in love). And somehow i was happy i didn't die because i was always told that rails were electrified, so yeah obviously it makes sense that they are, and i can understand getting shocked if you piss on them, but will walking on them, with rubber shoes affect you? i think the obvious answer is no but i wanted to know exactly whats up. 
 
Google searches have given me a multitude of answers... Some say one of the rails is shocked and that the one you should not make skin contact with, others say none of them have a current unless a train is within 50 meters of it or something.
