Maybe you missed the part of the letter in the OP where Arnold blatantly calls out the legislature and says "you aren't doing the shit that needs to be done". My guess would be that he's wanting to get some shit handled and taken care of, but the legislature isn't trying to do it. I mean, hell, if California remains financially fucked, it means more bailout checks and bonuses being handed out by The Fed.
