Anybody who blows up a government building is a terrorist. Whether it's al-Qaeda or another Islamist group is a different question.
It could be a number of things. Then you get into the weird definition of what terrorism is. It's likely it's a group such as the Hezbe-Islami, Taliban, or Nazir considering those groups have been fighting Europe through civilian and military attacks for 10 years. But could easily be just a local wanting to stir trouble.

I don't think this is a local who just wants to stir trouble, Al-qaeda have threatened Norway before. The reason I guess is our soldiers in Northern Afganistan. Maybe a splinter group of Al-qaeda I don't know.......

This kinda crap makes me so sick to my stomach you would not believe... the worst thing is that it is the innocent people that have to suffer for what they have no involvement in. I really hope nobody else gets hurt in the aftermath of this.

I'm in Norway and it's completely crazy here right now.
2 people and confirmed dead and around 10 are injured. Luckily I live in a city far away from Oslo but I was in the town square when it happened and seeing how fast the news spread throughout the city was incredible. It's the first time I've experienced anything like this in Norway. It's truly sad and terrible and I hope those who were injured by the explosion are treated as quickly as possible.

People are being evacuated from the city and they are also suggested to not use the phone right now which is why I'm assuming he/she isn't returning your calls.

It may have been said before, and you may have heard it on the news, but do NOT attempt to make contact with people at Utøya. They're hiding and may have not have silenced their phones in the panic.
