I haven't seen a lot of chatter about Article 13 or 11, but looking into it; it seems like it will have a very detremental way EU residents interact with the internet. It's quite reductively stated that "It'd end all memes", but the true extent of what it affects seems to be far greater and considerably worse.

Article 13 forces internet platforms to install automated filters to check for all content uploaded from the EU. It's designed to delete any material that could potentially infringe on copyright. That includes but not exclusive to; fan art, livestreams of games, gifs from TVs & Movies, parodies and it even threatens code sharing platforms.

Another part of the article states that in the future press publishers are required to bill for any links someone makes for their content.

Article 11 stipulates that the content of certain information providers will be subject to specific media law; meaning that previously quoted texts could be flagged as copyright infringment.

But all is not lost. There's a petition to stop this, plus ways of contacting your local MEP to encourage them to vote against these awful articles. The Deadline for this is coming up soon.
