Ive been doing some research on horror games and my friend says Penumbra is one of the scariest games he has ever played. Does anyone have good input on what are some scary games?

F.E.A.R got me jumping a few times and that little girl is fucking creepy.
Other than that I would go with Viva Pinata

Project Zero II: Crimson Butterfly is the scariest game I've ever played -- so scary, in fact, that I never even finished it. It makes the Silent Hill games seem like Kirby's Adventure in comparison. Project Zero III: The Tormented and the first Project Zero are a fairly close second and third.
Oh, and just so you know, Project Zero is the series' European name. In America, the games are called Fatal Frame.

I thought that when walking around Raccoon City, the thought of knowing that Nemesis could come at any time, so you keep your guard up then finally you start to relax then you walk through the corridor and that music played, then BAM! Nemesis.

The photography mechanic is not only unique -- it really adds to the horror, too. When I'm walking around with a steel pipe, a katana, a handgun and a shotgun -- and plenty of ammo for both -- in Silent Hill 3, I feel like I'm ready to kick the asses of any monsters standing in my way (When I see people talk about how Silent Hill is so scary "because you feel weak", I can't help but laugh.) In Project Zero, I'm just a little girl with a camera, and the only way to effectively dispose of enemies is to take pictures of them the second before they attack, when they're inches away. I really like the games' backstory, too. In the first game, the notes and documents you found lying around alone were enough to send a shiver down my spine. Those rituals, man... those rituals.

And if taken out of context, most horror game weapons are as powerful -- and often more powerful -- than your average science-fiction shooter gun. That has nothing to do with anything. If I had a pump-action shotgun or a Lancer in Project Zero, I'd feel much safer than I do with the camera, even if those weapons did less damage.

I just realised that the VO dude in that trailer is Jon St. John, otherwise known as Mr Duke Nukem. Funny (or stupid) thing is, I didn't recognise it as him but more as the announcer for Forsaken. After looking it up, I can't believe I didn't know that was him. Doi.
Condemned 1, and 2 sorta.
Resident Evil 4 is pretty creepy.
Dead Space has it's moments.
And Resident Evil 5 is scary with all that action and multiplayer.

That was a scary game. Those spectral voices still haunt me!
Pokemon Blue - "You gotta catch 'em all"
Why? WHY do I have to catch them all? Professor Oak is all "Hey you gotta catch all these pokemon" but I'm just a kid and I should be going to school and getting an education, instead I have to go around throwing balls at wild animals. Then Gary Oak is always on my back saying he's the shit and I'm not and there's all this pressure that I have to beat the 8 gym leaders and pikachu won't get in his damn ball and all the nurse's look the same and oh god that game is just too much.
Cold Fear? Resident Evil? Dead Space? You guys gotta be fucking kidding me, those are action games. I'm a complete scaredy-cat and those games do not scare me, like at all (beyond a couple jump moments in Dead Space) Silent Hill is kinda scary, but, not in the league of stuff like Fatal Frame imo.
Penumbra on the other hand almost made me crap my pants with fear.
Project Zero/Fatal Frame did the same, 1 and 2 were incredibly scary, but 3 (literally) locked me in a cupboard and started screaming at me. I turned the game off and never ever looked back.
Condemned: Criminal Origins is kinda scary, but, I managed to finish it.
But if you really want to shit your pants try Forbidden Siren 1 and 2.
Clock Tower (technically Clock Tower 2) for PS1. This game still haunts my nightmares.
