Need help identifying this toy

Those plastic toy tubes that make the "owwwwwwww" sound when you flip them. Anybody remember those? Did they have a name or were they just funny-sounding-plastic-tubes?   

Oh those things. They're generally long, plastic tubes about a foot long coloured in luminescent green or pink with white caps on both ends.

There is a tiny cow in there somewhere, i am sure of it, sooo realistic. mine even had a farmesque sticker on it. oh sweet memories

Holy crap! I remember seeing those at my classmate's houses when I was still in primary school in the 90s. Never owned one myself.
