I'm thinking about making three branches of parliament in the RPG. The student body gets 1 vote, the garden master gets 1 vote, and the headmaster gets 1 vote. The referendums will decide important decisions for that garden, for example, whether or not they should lift off the garden and move it around, or if they should add a new wing to the garden, and various other such decisions. What do you think of this idea?
I like this idea, because it lets the players make their own decision, then again, the a democratically elected headmaster should be enough to represent the needs of the players, since the Garden Master is mostly just a figurehead with no real power, similar to the Queen of England. The headmaster is the leader of the garden, who is elected by the student body every so often. The Garden Master on the other hand is a permanent representative of his/her garden, who is selected by the game administration (who aren't characters, but mere staff members who don't partake in the game, at least not on their staff account).
Should my SeeD RPG have a tri-cameral parliament?
