Reason: here. Short summary: Texas lawyers apparently think it's ethical to sleep with their clients. The issue might be a bit more complex than the headline suggests, but it's hard to argue that this wouldn't often lead to some strain in the attorney/client relationship.
Time to Move to Texas, Lawyers!
I don't know, they could have their reasons. After all, maybe the client's lying about having that baby, and you have to test it yourself. (It took me some time to think of a situation that would fit that joke while not being completely ridiculous/stupid.)
Listen, it's hard enough not to be a homosexual when your options aren't limited by silly ethics rules.
In most states it is considered unethical to sleep with your client after the attorney-client relationship has started. However, simply having had sex with someone in the past doesn't preclude you from representing them in the future.
From what I got out of the article, the reason it was rejected was because it was lumped together with a bunch of other things they didn't like and they either had to pass them all or reject them all and they rejected it, well aware people would spin it to make Texas lawyers look like horndogs rather than lawyers who didn't like a bunch of, in their opinion, unnecessary rules outside of client-lawyer relations. Or something to that effect. :P
