Ah, in one of the bottom photos there's also a different version of George. 
 Who looks a good bit more similar to Harry from Twin Peaks. I guess they decided there was already enough TP stuff in there. 
 
Not that this Alt-York looks like Kyle MacLachlan's character, but he is a bit more traditionally handsome which would make him somewhat more similar to said character.

Well,maybe its for the sequel?

They changed it because he did not fit the "Feel" they wanted for York.  
 
Also they had to change chunks of the game because of how close it was to Twin peeks. Close enough for lawsuits.
