I am almost done with gta 4 but the chase after the pigeons its forever, i spend 3 hours on a helicopter trying to find them
Grand Theft Auto IV
Game » consists of 25 releases. Released Apr 29, 2008
Take on the role of Niko Bellic, a Serbian immigrant who comes to the US at his cousin Roman's request, to find a better life, search for "that special someone" and participate in lawless activities in an upgraded generation of Liberty City.
Damn you Pigeons !!!!
I spent something like 3 or 4 days doing the pigeons.
Okay I cheated I used my guide book but considering I'd completed everything else to something like 95% complete without using it and knowing how VAST Liberty City is, I thought I was entitled to cheat a little and use the guide. So yeah spent 3 or 4 days solid on it. Finished up on Happyness Island got the 100% completion achievement and the Flying Rat achievement leaving me only the Multi-player (which no-one seems to play) and the speed run one left to get.
Went back to CoD 4 and got PWNT since I hadn't played it in so long online =P
The pigeons in this game is more of a nuisance than they are a good rewarding collecting element. Some of them are so well hidden, that it would take you forever to find them without a guide. And using a guide kind of loses the point, they might as well not be there, save you the trouble. I think they should have had some kind of system similar to Bully: Scholarship edition, where after you passed some advanced geography class, you got the location of all the collectibles on your map. I thought it worked well in that game, collecting things was fun, and it was still kind of hard to find some of them, even though I knew I was close.
Btw, I used a guide to find them, cause I wanted the achievement. It took me like, 2 days. Oh, and I got 199 at first, was very frustrated, but then finally found the last one.
I used a guide. A map with an accompanied youtube video. Very easy this way.
Here it is:

The video's are split in 4 or 5 videos, mind you.
I only found 15 or so throughout the course of the game. No way am I playing for hours and hours just to find all of them. Uck.
Unless you're going for 100% - a very noble goal, mind you - don't even bother with the pigeons. There is absolutely no in-game rewards of any kind that I know of, which really pissed me off. All the other GTA's, when you collect the packages you were rewarded with stuff - guns at your safehouses and whatnot. Nothing like that in GTA:IV, which was pretty disappointing.
Getting all of them took me 2 or 3 days using the IGN guide. Pain in the ass, but I got 100%, in time for the 100% Contest too :D

They did... near the end of the game you get an email from the conspiracy theory website that tells you the locations of the pigeons... as well as some other useful things in the quest for 100%.

Actually once you get all of the pigeons an Annihilator helicopter unlocks in Algonquin....
Of course you also get 2.5% toward 100% and an achievement...
