Alot of it is speculation but the perks part seems legit ;]
Listening to the Bungie podcast they're not doing anything stupid like a "perk" to make your bullets stronger and such. Just cool armour abilities like the jetpack, sprinting, camo etc. Still, it's just the progression of equipment from Halo 3.
I gotta say, this sounds pretty interesting to me. I've become a bit bored of the Halo 3 multiplayer, hopefully this will feel fresh and be good.

Mass Effect 2 uses exactly the same system as this, where different armour types grant different bonuses. Are you going to claim that was a rip off of MW2 as well? Considering practically every FPS since 2001 has copied Halo's formula almost exactly, I don't think any of them are in the posistion to claim Halo is copying from them. (and for those that complain Halo is bland and generic, you must have a very low opinion of Call of Duty, Killzone and Resistance, etc)
Inspiration taking from the perk system? Perhaps.. but come on.

Even though it's a continuation of equipment, but it recharges and fulfils the role as equipment better. Idiot.
In call of duty all the perks are passive and they do not change the fundamental gameplay very much, however in Reach the armor abilitys are totally badass and enhance the gameplay with awesomeness such as clocking, rolling, and teh jetpacks.

wow Jetpacks, and Perks and and and sprinting "suppose to be in H3" thats Never been done before, this game is AwESoME.
Ok sarcasm aside, the game does look pretty cool, but its still just halo with a few bits added on "which is ok", I still haven't seen anything really original, or new, just modes and features copied from other popular games.
Also I think the Jetpacks might be the same as the Elites used in Halo, maybe a spartan steals one in the campaign "that would be a cool mission", is it just me or does it seem like Bungie is just tryin to play catch-up now with copying other games & finally give us what they said they would for Halo2.
" they should rename it Halo: This time with perks! "The Armor Abilities is replacing the Equipment of Halo 3. So instead of bubble shield, energy drainer, regenerator etc.... there will be a Jet Pack, invis, sprint, armor bubble shield, and a few others. Keep in mind that Halo 3 also had the Radar Jammer, and flare in multiplayer. But was taken out do to its dumbness. So if something doesnt work in Reach, they will take it out.
What im worried about is... I really hope this new equipment is something you pick up from the map, and not something you can spawn with.
I think it is funny how people complain that Halo hasn't been changing the formula and now when it looks they are trying to mix things up people complain... more.
I am super excited for the beta. May 3rd should come faster.

Personally, I'm much more interested in the more open-ended single player campaign than any of the multiplayer stuff but there's definitely a better chance that I'll play Halo Reach multiplayer than Halo 3.
