    Overview

    The famed statesman Kido Takayoshi, whose adopted family name was Katsura Kogoro at the time and worked under the alias Niibori Matsusuke. Katsura is a statesman who secretly works against the shogunate as part of the Ishin-Shishi (a group of several unified factions of the Satsumi, Choshu and Tosa domains to restore the Emperor to power). Originally believed by the Shisengumi to be a key figure in a Shishi plot to burn down the Imperial Palace, a cover up to gather all shogunate officials and Shisengumi in one place to take them all down. The truth, however, is that he is trying to stop Yoshida Toshimaro from doing it. He seeks to aid Ryoma in his quest for the killer who murdered his sensei.

    Katsura, as he is portrayed in Ishin, shares a lot of character traits with his counterpart Akiyama. He is jovial, laidback and has his heart in the right place. He is also a quick thinker, and not above attacking Ryoma to keep up appearances.
