As far as I remember the developers based the Quarians on European Gypsies. You can see it in their nomadic behaviour and the style of clothes they were with the shawls and what not. As for the accents it's no surprise Tali sounds rather Eastern European. On the other hand you've got other Quarians who sounds slightly British/American but mostly Eastern European. I'm only basing this on a friend of mine who hails from Romania mind you and she has a slight Northern Ireland accent to boot...
