    Okay, so I just got the fourth Wily level, beat all the bosses and now I'm ready to fight Wily for the first time... except I don't have any energy tanks or mystery tanks and I do not want to start all over, or beat all the bosses again. If I get game over will I be able to start off at the fourth Wily level? Is there anyway to go back to the shop?

    You have to beat all of Wily's Castle stage in one sitting, you can't save between each stage or go back to each one.
    So to answer your question: No.
