I'm gonna say the original Street Fighter. I would think that cover would suit Streets of Rage more.

It's worth noting that the UK version has much better art that actually has something to do with the game.

Realistically any pre-Acornsoft box art is basically a cheap drawing with only the vaguest connection to the game's contents.

i think final fantasy 13-2 wins it being that the character that's on it 3 times isn't even in the game
