Alfort Tylor is a space pirate, rogue, and the captain of the space ship 'Landeel'. He may seem to be an enemy upon first appearance, but Alfort is a man of honor and a strong ally when fighting for a common cause.
Chelsea is a CAST that handles reception and accounting duties at Little Wing in Phantasy Star Portable 2. Her appearance and speech mannerisms are unique for a CAST.
Emilia is the protagonist of Phantasy Star Portable 2's story. She works for the Little Wing security firm and lives on the Clad 6 resort colony.
Ethan is a young 17 year old living aboard the Guardian's Colony within Gurhal when the SEED attacks. He joins the Guardian's as a Hunter and helps to defend the three planets from the SEED. Later on, he is involved within an assassination attempt against the Guardian president and becomes a fugitive.
Hyuga is a 17 year old who trained as a Guardian at the same time as Ethan Waber, often competing with each other as rivals.
A Newman girl who was responsible for training Ethan Waber and Hyuga Ryght. Her origins are a mystery because she has no memory of her early childhood.
Kraz runs Little Wing, a private security firm. He is also Emilia Percival's legal guardian in Phantasy Star Portable 2.
Leogini Santosa Berafort is a member of the GUARDIANS and meets Ethan Weber during the opening moments of Phantasy Star Universe. He ends up fighting along side Ethan, takes Ethan under his wing, and suggests he enlist with the GUARDIANS.
Liina Sukaya was once an orphan and raised in the same orphanage as Tonnio Rhima, whom she looks upon as brother. Liina was eventually taken under the wing of Alfort Tylor and became a part of his crew aboard the space ship 'Landeel'.
Lou is a CAST (robot) who has multiple copies. All Lous are essentially the same, except for digits following the name, to designate a model number. Lou works for the GUARDIANS Investigative Section and helps Ethan Weber uncover the source of evil in Phantasy Star Universe.
Lucaim Nav is a founding member of the GUARDIANS and its headmaster in charge of training. Lucaim is 178 years old and is a highly esteemed, and still highly lethal, fighter with sage like wisdom.
Lumia Waber is Ethan Waber's younger sister. She first appeared in Phantasy Star Universe's story mode and has a recurring role in the series.
Maya Shidow is a member of the GUARDIANS and works in their R&D department in Phantasy Star. She is best friends with Karen Erra, shared a past relationship with Kou Taragi, and is known for her brains and her ability to cast powerful heals.
Mika is an Ancient that dwells within protagonist Emilia in Phantasy Star Portable 2. She is a spiritual entity that can be seen by few.
Pete is Ethan Waber's personal assistant robot that he receives after graduating into the GUARDIANS. Pete is used as an information hub, storage unit, and as a device to synthesize new weapons, armors, and items.
The Vol Brothers are a family/gang and the crew of the space ship 'Landeel'. They appear in the game Phantasy Star Universe several times in the form of allies and as enemy boss fights. They always stick together and attack as a unit.
Tonnio Rhima worked his way out of an orphanage, to becoming the leader of a street gang, to eventually becoming a member of the GUARDIANS. He appears to be a small child, but is actually a full grown version of the 'Beast' species and seems quick to anger.
