Theres too many. Not Saints row 2 though. That game bored me to death.

Assassins Creed: Brotherhood

Saints Row 2. It's better than any of the GTA's, previous to GTA IV, in terms of fun imo. (And I say that due to the fact GTA IV wasn't all that much catered towards 'fun.')

Borderlands is the only open world game I've ever really enjoyed.

Fallout 3, by a landslide.

Another one for Saints Row 2.

I been playing Infamous recently and DAMN its good, so i would say either Infamous or Just cause 2

Fallout 3 and Fallout New Vegas.. thou I don't know they qualify in this list.

Assassin's Creed 1 or Oblivion.

Fallout 3

Morrowind (even though the game was clunky as hell, the world was good) or Just Cause 2

Infamous. Though I did just play through Saints Row 2 for the first time this week and it is indeed totally awesome.

Yeah I picked 3, but they are all great and fill pretty different urges.

@spyder335: Just Cause 2, without a single doubt. Saints Row 2 was cool, but Just Cause 2 blows it out of the room! Give it a try man, should be cheap nowadays.

Shadow of the Colossus doesn't seem like it should count.  You have like one thing to do at all times and there's no much of a world...just dirt and grass.

Oblivion, inFAMOUS 2, Spider-Man: Web of Shadows.

Without comparison; Morrowind. Though Mafia 1 is one of the best games I've ever played. But for the slightly more modern games, I'll just go right ahead and throw in Infamous.

Saint's Row and Assassin's Creed were close but I gotta go with Just Cause 2.

The environment is beautiful and when you get into a groove with that grapple/parachute mechanic it's so satisfying.
