Theres too many. Not Saints row 2 though. That game bored me to death.

Saints Row 2. It's better than any of the GTA's, previous to GTA IV, in terms of fun imo. (And I say that due to the fact GTA IV wasn't all that much catered towards 'fun.')
Saints Row 2 , Assassins Creed and The Saboteur. When things go tits up; you can always count on Sean Devlin, the Irish man
Without comparison; Morrowind. Though Mafia 1 is one of the best games I've ever played. But for the slightly more modern games, I'll just go right ahead and throw in Infamous.
Saint's Row and Assassin's Creed were close but I gotta go with Just Cause 2.
The environment is beautiful and when you get into a groove with that grapple/parachute mechanic it's so satisfying.
