    Phenac City is a small city in southern Orre built upon an oasis. Out of the many towns in Orre, Phenac is the only to offer any sort of starting point for wannabe Pokemon trainers. In addition to the Colosseum in the northern part of town there is also the pre gym located directly in the center of town. This pre gym is a place for young trainers to learn valuable knowledge about Pokemon to better help them in battle on their own. In Pokemon Colosseum and XD: Gale of Darkness if Wes or Michael has a full party of Pokemon they can take on the pre gym leader himself, Justy.
