    Poké Maniac are the obsessed fans within the Pokemon world. In later games they dress up as their Pokemon companion, which includes charizard and pikachu.

    I think the image of this guy via Kotaku speaks for itself, but everyone must check out the comments page on this article on Kotaku. 
    Basically, this is the winner's at a Pokemon Championship at Gamescon.
