Ok so last generation the rules and tiers etc. were all laid out and pretty well documented in the metagame community, I however am not aware on the tiers of pokemon this generation as many things have changed with certain pokemon and such (for instance I hear blaziken has gone from kinda lame to Uber this gen) so yeah anyone have any intel on what pokemon are in what tiers now?

smogon is generally what most competitive battlers use as rules.  
Scrafty is OU because, well, Scrafty is a really good pokemon. Decent attack, really good bulk, really good typing (Dark/fighting STAB is only resisted by toxicroak and heracross), and access to bulk-up.  Blaziken was banned because of its dream world ability, speed boost.
