Last night I played through the entirety of Portal 2's co-op campaign offline and split-screen...and from what I can tell this seems like literally the only way to do it.
There are moments in the latter half of the game where it is key to not only have instantaneous communication with your co-op partner, but also be able to see his screen. I cannot imagine how frustrating those later moments in the game would be for people online.
Just saying, if any of you have the option, play the co-op splitscreen instead of online.

It actually works quite flawlessly on PC anyway. I was really impressed with the tools they included (being able to bring up your allies screen, contextual timers, alerts and tags). Overall its very smooth, you can do the whole thing easily without any verbal communication at all.

It's actually pretty playable thanks to chat, the ping tool and the Y button that lets you see in real time what your partner is seeing. Wired connection is recommended.

Voice chat and tab button. I think you're underestimating the developers over at valve. So if anything, splitscreen is the worst way to play as you don't have the wholes screen to yourselves.
I've played it through once online with my friend and we're now in the process of going back for all of the achievements. Probably the most fun we've had online playing games together online next to RB2 and RE5.
On the Xbox if you play it online you press Y to see your partners screen.
I completed it with a friend with no hassle.
I played the co-op twice on xboxlive, once with a friend with a mic, another with a friend who didnt have a mic. Having the Ping tool and the ability to bring up a window to the other player's perspective was great, especially the ping.
Even for my friend who had no mic, we were able to get through all the puzzles except for one, which I just called him on my phone and got through it (its the one where your partner needs to switch the excursion funnel forward and back as you navigate through the maze btw)
So I say it works fine.
Play with a friend who has a mic. Online you can press tab (on PC) to see what your partner is looking at and you can use a ping tool to show them where to portal, among other things. Playing online seems like the better option, as you then have the entire screen to yourself.

I played through the entire game with my cousin over XBLA- it was cake. In fact, I was a little worried- I mean, she's the kind of person who gets FURIOUS the second she begins to get frustrated. When she gets stuck, it's because the game is retarded, but it actually went pretty smooth. (we only got real stuck twice, I had to talk her down a little bit. WHEN I FIGURE THIS OUT IN ABOUT TWO SECONDS BRITTNEY, WE'RE GOING TO FEEL SO STUPID!) You can do literally everything you can split screen- sometimes better. Left bumper to put a marker in the exact spot you want to put something out, pressing Y lets you see exactly what the other person sees, voice chat is seamless... in fact, I'd rather have two screens in different towns, then have to get up and point at two half screens. It's easy. "Put your red portal there- bleep bloop- and your orange portal there- bloop bleep- then I'm going to run across this orange gel and launch myself up to that lazer- bleep bloop.
