Next-gen being PS4/Xbox361.

What were "last-gen" PCs like for games such as Quake IV, Prey or Bioshock (Xbox 360 launch-ish titles)? Did people need to upgrade? Or were the games pretty good for a mid-range PC of the time?

The Euro Truck Simulator was easily the best QuickLook I've seen. I'd pay money for the site if they did more Quick Looks like that, every process including looking for mods and stuff.

Which world law enforcement agency is the best?

PS3? 360? Wii? Wii U? PS Vita? 3DS?
