Are you playing on PC or console? On PC, the Frost Prime set goes for about 25 platinum. This is what I paid for him and see repeatedly in trade chat.
As for platinum, if you are a new player, the stater platinum that they give you is not tradeable. You will either have to buy it, or try and trade items like mods or prime parts/blueprints to other players. You will need to be mastery rank 2 or above to trade. Trading also requires that you be in a clan, as you must be in the dojo in order to use the machine to initiate a trade. If you are not in a clan, the other person must initiate a trade with you from their dojo. Trading has a max number allowed per day, which is again controlled by mastery rank.
For prime warframes, you can acquire all the blueprint parts from people (helmet, systems, chassis, and blueprint) but you will have to build the first three items before you can build the frame itself from the blueprint.
@mb: The problem with Rhino is he can teach you bad habits. Iron Skin is great but when you get to level 30+ enemies it will take it off in one or two hits.
@mast: That's quite all right. Generally, those mods that increase slash/puncture/impact are pretty bad compared to the elemental ones, and you shouldn't use them if you have the elemental mods. If I get any extra elemental or serration mods, you can have them. My in game name is Akhiris (on PC) if you want to run any missions.
@deathtrap: He's great at CC. His 4 ability seems to be able to take care of one side in tower defense. I hardly see Hydroid in public games so it's probably worth getting him just for the rareness factor.
@bigdaddy81: I leveled hydroid, but he's just not my style. His 4 is very good at CCing enemies and his 1 does a moderate amount of damage. With the syndicate offerings I think his 3 will heal people who stand in the puddle.
@deathtrap: Only if you get the alternate wizard hat... I love his hat. He spins around and takes it off in the noble animation. Best one in the game :)
