I played Freedom Unite with one of my mates, you just need to be in relatively close proximity to you're friend like you said. The only thing I noticed was that some things that were happening on his screen were completely different to what was happening on mine. I'm not sure whether that was a problem on my part but it was that way every time we got a game going.

EDIT: Also you need to make sure that the PSP's you are using are on the same Ad Hoc channel, you can find this in Network settings.
