ALERT! Spoiler Level: Wait...didn't all of you play through it already? :P 
 
Where the hell is "The Family"?! I've searched the spots northeast of Arefu at night; the Hideaway, the outdoor cinema, and Seneca Station. No sign of them, just random raiders and Rad Scorpions (which might I add take a while to kill). This is the sidequest where you deliver a message to the West family. But I have to find The Family first. Anyone remembers where they are?

I had this problem about 2 days ago, but as Mikemcn said, Northwest Seneca Station. The story gets a lot more interesting when you get down there, so definitely enjoy that quest.

Man, I love being an evil character.  I just straight-up killed everyone there and everyone in Arefu.  F that blood pack perk.

Man, I did this mission already but I kind of forget where exactly you have to go.  I know its in a tunnel somewhere near those locations, which somebody probably told you already.
