As i am English i would like Rockstar to bring out a GTA in London or the U.K. in general

There's no chance it will not be in the US. Rockstar making fun of American Culture is too big of a part of the game for it to go anywhere else.

Vice effin' City. Out of all the GTA games, Vice City was the one that captured the whole 80's Miami scene perfectly. And I would love to see that place be done again in HD. Apart from that, I still maintain that out of all GTA games, it was the one with the most engaging storyline and the most interesting characters. I mean, dude was named Lance Vance. How much cooler can you get?  Also, A Flock of Seagulls in the trailer for the game. 'Nuff said.

Honestly, I wanted to be set in Europe, preferably Budapest/Prague. Not only does that give them ample room to experiment with in terms of design and layout, but it would mean the capacity for trans-national travel and missions. San Andreas had that one mission in St. Mark's Bistro in Liberty City. I wanna go to Paris, take a guy out, and fly my plane back to London over the Chunnel.

I don't care where it is as long as the environment is varied, sorta like San Andreas.

It should take place in the lost city of  El Dorado.

Hong Kong would be bad ass, but it's never gonna happen.. 
 
But it would also be a nice chance of pace if they set it in a upper class environment. So you're dealing with real-estate sharks, million dollar wife's, high-class business men, etc etc. The story would still be very much the same, instead of rags to riches, it would just be middle-class to own business empire.

I think they should make the next one international.
Instead of dividing a city into three parts make three seperate, smaller cities.
Some kinda mix like LA, Tokyo and Dubai.
 
Sure you'd lose some of the seamlessness of an attached landmass, but it could make for a real big feeling story and having your character flying back and forth around the world to do dirt would give him/her that bigshot vibe.

I am done with GTA while it continues to be set in the US. Africa sounds good but I would love a Bladerunner type setting and vibe.
