Fallout needs Strongholds

Playing through Baldur's Gate 2 again made me start thinking about how having character/class based strongholds could change other RPG's; especially modern ones. (Plus a dream I had last night helped a bit as well) 
Figure this in the Fallout world:  You're wandering around the wasteland and come across a bunch of settlers who are moving from a previous settlement to create a new one for various reasons.  What they need is someone to protect them as they build this new settlement.  The stronghold would progress in stages, the village starts with nothing, just a group of people in tents; totally vulnerable.  Then you help them fight off bandits/build walls/acquire the materials to do so.  When you come back after some time, the walls are built and there are some essential buildings standing but they need your help to get some water or whatever...and so on.  

In the end, you have a brand new village with a trading outpost, a place to sleep/eat/gamble/whore-out but now there is an army of bandits or a bandit boss threatening the town and you end as the savior of a small community.  Of course the missions or even the entire stronghold itself could change depending on sex/character/class.

Why hasn't this been done yet?   

Oh yeah, I realize that this sounds a lot like one of the Mad Max movies.
