The purpose is actually the laser built in to the device. Once the PS user base has 20 million the laser fires a high concentrated burst to your frontal lobe, making you a zombie. As the world is deteriorating due to the zombie outbreak, Japan slowly makes its move for global domination.
That's just like what the Riddler was trying to do in that Batman movie!
