It's not up to Valve, it's up to Microsoft. Valve had The Sacrifice done for a while and it's been going through Microsoft's certification (as everything on Xbox Live has to). Case in point: if it were up to Valve, it would already be released because it was released early in the morning on PC via Steam, Valve's distribution platform.
