Because he required little skill. I got murdered by Hanzo a whole bunch and the arrows weren't anywhere near me on the replay, so I decided to play him and see what was up. Turns out you just didn't need to aim with him at all, I could throw arrows around willy-nilly and rack up the kill count with shots that went extremely wild and took zero aiming because that's how he was designed. That kind of zero-skill/max-reward gameplay was really not fun for me and put me off even bothering with the game for an awful long time until the Halloween event got me back in.
They seem to have fixed this though, which is nice. He's not awful to play as anymore and actually feels like he takes some skill to be effective with.
