I don't understand it...why are they called hamburgers when there's clearly no ham?

I'm not sure if anybody would be able to answer these questions....
1) Why should the possession of a nuke make a dictator more tame...the way I see it, it acts as a defence against developed countries coming in too save the day. If Iraq had nukes, wouldn't it have been even more likely to go into kuwait as the US wouldn't have responded as they did have nukes
2) Why don't militaries design "dirty" bombs?
