I've done it with Siren/50 and Hunter/54.  It was challenging but not frustrating with the right "tools": think Corrosive, think Maliwan! 
 
As per the original question, I've only gone through Ned once and I had ran the eridian promitory 2-3 times for some levels before going in.  That made it too easy.

@Beforet: Good points!  Also, it should be noted that you can't buy courthouses.  They have to built the hard way :( 
Another tip is that you should wait a few dozen turns between puppetizing and annexation so the city hopefully builds more hammer-increasing buildings (factory, seaport, etc.).  
Also, I typically annex during a Golden Age since surplus happiness doesn't go towards another Golden Age while you're already in one as far as i can tell.

@thekingoftoilets: I've found city states to be a great source of votes.  Make them your ally and make sure to pump the Patronage branch, especially Patronage, Aesthetics, and Philanthropy policies.   
  
More specifically, having lots of cities means more money (but also more unhappiness) so sprawl out a bit.  Then watch when you're building the UN and a few turns before it's built, make your cities focus on gold (the citizen focus on the top right) and use a Great Person to start a golden age.  Golden ages provide 1 extra gold for every tile that produces at least 1 gold (ditto for hammers but you're more interested in the gold).  When you have enough money, you should be able to bribe enough city states to "allies" level (60+ influence) and they should then vote for you.  Good luck!

I just finished my first game (~6 hrs, accidentally got a diplomatic victory b/c I built the UN and didn't realize i had bought off all the city-states) on chieftain.  A little too easy, so gonna do prince next.

@mattjam3000: I bet it's b/c 2K is forced into a simultaneous retail/online release.  If the retail version released later than online, the retailers would probably see fewer sales and would retaliate against 2K in other ways.  
Of course 2K could've just released for NA and EU on the 24th and no one would have been the wiser that NA retailers prob have the game earlier.  Combined with a required Steam activation, broken street dates wouldn't matter (since the game wouldn't unlock until Valve okay's it).

@elko84: If you have the time/bandwidth, I'd suggest the HD GamersHell version:  http://www.gamershell.com/download_63618.shtml 
In HD you can read the menus and see how gorgeous and crisp everything looks. 
There's also a noticeable redraw-artifact when they show the nuking, where the tiles are individually redrawn.  Hope that's not in the final build :|

Thanks for the info.  Hopefully, Valve won't late-release as they sometimes do.
