Digging around in the source code reveals some interesting things- NOBLE team bios, as well as the scripts for what appear to be several live action shorts.
Bungie's going to have something at Gamescom tomorrow, may be related, or this might just be the marketing machine starting to gear up.
This one is maybe a bit more of a slow burn because of the need for a new user to follow you back AND the need for you to be able to find a topic created by a new user to post on. Because of those two factors this one may be slightly less frontloaded than previous challenges. I still predict massive failure though- this quest really is actually quite a lot of trouble :/

Yeah the "Helping Hand" quest requires some specific content in your message apparently. Read the clue carefully.
