I can help solve that mystery: it's because if you're a small team building an experimental game that has a good chance of not making back its development costs, it doesn't make sense to spend an additional 5-digit sum on porting, rating, and certification for consoles. Especially when most of the audience for experimental games is on PC anyway. (RIP XBLIG.) The cost of shipping a game on PC is the cost of making the game, plus $100 if you want it on Steam.

You know what WWII FPS is actually still really good? Call of Duty, the first one. That game has some craft and control of tension in its mission design that a lot of later games in the series are missing (aside from the weird dam level).
