The government can regulate any of its own programs. Food Stamps are not supposed to be a permanent thing. They are used to feed you till you can get back on your own feet.
@JasonDaPsycho: What you need to understand is that the Happy Hour show for subscribers only would not exists if not for the subscribers. You haven't lost any content. They made it as a thank you to the people that help support them. It is only an hour a week.
