I take it you're going for the Predator H, and not the regular Predator. Anyway, you need the Armax Licence for it; you can buy it from Expat in the markets on the Upper Markets when you hit level 36. For Colossus armor, you need the Kassa Fabrication licence which can be purchased from the C-Sec Requisitions Officer once you hit level 36.
The problem with actually finding these sets of armor is that all loot in the game, even merchants, is randomised. It all comes down to the luck of the draw. Apparently, if you travel from an unchartered world to Noveria or Feros, go down to the requisitons officer and save before talking to him, the stuff he carries will change every time you reload. I haven't tried it, but it's worth a shot.
The start of Fallout 2 is notoriously slow. Black Isle themselves admitted that they hated the beginning and the tutorial level was forced on them by Interplay.
Stick at it though; Fallout 2 is as good a role playing experience that you'll find.
Since I passed the 1000 points mark this morning I've been able to do live edits perfectly fine and my points would update accordingly. About an hour ago I added 30 images for The Witcher and my points stayed the same. I then added the credits for Scott Everts. Nothing. I added an article and blurb for J.E. Sawyer. Nothing. The points only seem to update when I change something extremely small like the gender or first appearance.
As a matter of interest I copied the stuff from my Wiki Points into Excel to see the difference between the points I currently have and what I should have. I have 1821 points, I should have 1951. I don't know if this is happening to anyone else, I just thought I'd post it.
EDIT: It seems to be alright again, at least I think it is. I'm just down ~130 points.
Hooray, the article is up. To be honest, I'd rather detail the factions and lore of the universe in this page (and the original Fallout page) as opposed to the franchise page, mainly because Tactics, PoS and Fallout 3 completely destroy the canon.
Well...I added most of the credits, uploaded all the talking heads and am currently uploading pictures of the 7 statistics, skills and derived statistics (all in the queue, unfortunately). I'm closing in on the magical 1000 points mark so we should be able to get this page up and running fairly soon.
Should I leave perks/SPECIAL/skills in the main article, or should we create concept pages for them and just link them to it?
