While poorly phrased by the association, the key point is more attuned to
'The culture is not an excuse to be used to mitigate the crime'
While it does it exist and is harmful to proper processing of cases and helping victims, if too much focus is placed on the culture it can be a double edge sword.
i.e.
'It's not the criminal's fault, everyone already expecting them to be criminals' versus 'It's the victims fault, they should have known better than that!'
