You can get Dr. Michel to join you on the Normandy, but you have to turn down Dr. Chakwas to do it. On my second playthrough I decided to recruit her, and the process of turning down Dr. Chakwas was so painful - she's heartbroken you don't need her - I rolled my save back to get Chakwas again.
Had a friend hit a similar snag (see below). However you choose to proceed is fine, just excited to see you play ME3!
They picked Zaeed because he spent 20 years running the Blue Suns, which is also a fail case. The friend made a fair point that Garrus is a "correct" choice even though his run as a vigilante leader resulted in everyone under his command dying.
