I did not like this show initially.  This is probably due to me only seeing it in short spurts and out of order.  Then I came across some of the "Tubesteak" videos on youtube and discovered his ties to the show.   After that, I had a new found appreciation for the content in Boondocks.
 I'll stop short of calling McGruder a genius, but creating the Gin Rummy character was pretty awesome.

The new game represents a real opportunity to get some new characters, that over the last 10 years have become important for both Capcom and Marvel.  In the case of Marvel, there represents a wealth of older characters that just couldn't fit in MvC2.  It's unlikely that MvC3 is going to be able to deliver over 40 Characters, as such, I don't want valuable slots to be wasted on:

Akuma
Charlie   
Roll
Servbot
Thanos
Silver Samurai
Marrow
Felicia
Sonson
Ruby Heart
Amingo
Omega Red
War Machine
Cammy
Dhalsim
Venom
Anakaris
Shuma-Gorath

This is not to say that the characters listed here are bad, or useless.  I love many of these characters, but I feel that each of these characters can be replaced in favor of an equivalent character from their respective universe in order to create some diversity.  Replacing 2/3rds of the roster will help the developers create a fresh experience and allow them to lift a "little" of the heavy burden of having the game be compared to MvC2.  If most of the same characters return, a lot of people are going to be disappointed that their favorite character just doesn't "play" as well as they used to.  Keep the faces of the franchise, mix up the rest.

About damn time!
 
I was getting tired of Microsoft touting the xbox 360 as a media center without providing the storage options to back it up.
 
oh yeah.... they'll be a hack for more than 16G a week after launch...
then they'll be a patch to brick all hacked systems...

It's a number of reasons, but the most obvious and divisive is to combat used game sales vs. new game sales.
 
Having said that, as a consumer I have no problem with this.  The price tag for their game is $60.  If I pay that amount of money I am not locked out of any game content.  To put things in perspective the "used" game model has been pretty shady up until recently.  For a fraction of  the full retail price consumers have been able to obtain a fully functional copy of the game without any drawbacks.  Compare this to purchasing a "used" car or television set.  These physical products experience wear and tear during use by its original owner and thus warrant a reduced price during resale.  For video games and other media, other than possible disc scratching, there is no comparable  downside.  I feel that free, one-time DLC codes simulate the comparable wear and tear of physical products, and thus force the used games market to become a bit more honest.
 
Some of the other reasons why the DLC isn't included on the disk have already been speculated in the thread, i.e. disk storage limitations, and development time limitations.  These are also legitimate reasons why such day-one DLC offers exist if not as obvious to consumers. 
 
Besides, if any of these DLC maps are Strike at Karkand, purchasing the game new and not used is worth it 100%.

To answer your question. 
 
When you have shareholders that own stock in the company you are running.
 
When a game cost several million dollars to develop and market.
 
When your competition can spend the same amount or less to develop a game and sell 17 million copies. 
 
When you don't actually care about playing a game, but how much profit it can make.
 
When you live and work in the world of big business and understand that the number 1 million is relatively small.

 You aren't very good at using analogies to make arguments.  They are not applicable at all.  Furthermore, they're defensive arguments, at best and do nothing to address PC gaming/sales at it's core.  
 
I'll address one analogy you attempted to make directly, as an example.  Comparing Wii game sales to 360 or PS3 is not as effective as me comparing PC to 360 or PS3 games sales for several reasons.  The most important reason is that 360, PS3, and PC games have game titles that are extremely similar across the 3 platforms if not straight up ports.  Example:  Madden for PC and PS3 are essentially the same game.  Madden for the Wii and PC are similar in name only.  
 

 
 "unsubstantiated":  you use that word incessantly.  The burden of proof you place on people to show you that piracy is real is ridiculous.  The evidence exists, you just choose not to acknowledge it, or discredit it, etc.   Then you attempt to make arguments about consoles, game sales, piracy ect.  that don't stand up to the level of scrutiny you apply to other user's arguments.  An example would be when you say that IW is still making PC versions because they are making a profit.  That might be true, but if I used your level of reasoning I would respond with:
 
"That's unsubstantiated, where are your figures"

 
Here's an analogy that is apt:
 
Your attempts to defend your position on PC game piracy as insignificant are akin to Japanese soldiers still fighting as if World War II isn't over.
