Is there a level cap. I seem to be stuck at level 9 and bar isn't moving anymore. Not sure if this is a bug or intended.

It may be worth checking to see if he has a power supply you can test with. Its really the easiest way to see whats the problem.  If it turns on with the power supply it is most likely the power supply if it doesn't it is a motherboard issue or could be both.

Is this a custom machine or an OEM machine? Did anything happen before it died (Lost power, spilled something, etc)?

If its like a standard optical drive there are 4 screws on the bottom of the gray box that houses the drive.  I have not taken the ps3 apart but if its like a standard computer drive the screws should be on the bottom of the box.

Not sure but there may be screws on the bottom of the optical drive.  I also would not reccomend this since a blu-ray drive costs a lot more to replace then a dvd drive.
