It's not even so much that but the fact that Master Chief isn't even unique to his own game.All the other Spartan's are wearing the same uniform...and since you never see his face there is no distinction between them.

popular and overrated don't go hand and hand..the reason for popularity is what makes the character overrated not being popular in itself.Master Chief is popular because alot of people like Halo...but he's a poorly created character.Mario on the other hand is popular because he's an Imaginary Italian Plumber with legal residence in Japan.Master Chief looks like all the other Spartans..it would be like saying Samus is cool every single character on Metroid looked exactly like Samus.
