@pcorb's posted build looks pretty solid, but you'll probably need to fit an operating system into your budget. And an optical drive, if you need one (about $20). An aftermarket CPU heatsink is an option, but the included stock heatsink should be fine for a first build, especially if you're not overclocking.
I'm sticking with Windows 7 and 8.1 (more control over updates, less privacy intrusion), but I'm sure most will recommend Windows 10. For info on cleaning up privacy settings in Windows 10, and removing data collecting windows updates in 7 and 8.1, see: https://fix10.isleaked.com/
I've bought two different PS3s on eBay and have had no problems with them. One was an original 60GB phat in 2008, the other a 160GB Slim in 2014
I went for the listings that seemed the most complete (came with box, original cables/controllers), had actual user-entered product descriptions (not just the auto-populated PS3 info or a boilerplate eBay store listing), and had good pictures illustrating condition/contents. Skipped anything promising a bunch of preinstalled games.
The 60GB model had a shallow scratch across the top, but I'm pretty sure that was something shown in the photos and I went with it anyway, for the price. Have had no technical problems with either.
Went with eBay for price/availability, saving a bit vs. buying used from Gamestop.
If Her Story is here, do you think Contradiction and Until Dawn are part of the discussion, too? I know Contradiction is more of a neat-thing-worth-mentioning than making it anywhere in the top 10.
Kerbal - hard to believe this is a 2015 release. I knew it had finally gotten out of early access, but couldn't remember if it was this year. I'm guessing Kerbal isn't on their minds at all, but I hope it at least gets mentioned. It's a really great game that deserves recognition (and being early access, hasn't been in contention for previous years' GOTY), even if it might not make it to the top 10.
Cities: Skylines - I love it, but I don't know that it really stuck with anyone on staff? Hopefully it gets some kind of "Paradox Does what EAdon't" award.
@OP : I would think the boxed edition has a mention on the box that a digital download is also required. Otherwise you have grounds to seek a refund in most Western countries and probably many others.
Also any retailer online that sells boxed copies should mention the fact it requires a further digital download.
If they do and you still buy the boxed version you have only yourself to blame.
The closest the product page gets to mentioning this is under PC Additional Requirements:

There's no mention of a download required for install (much less the size of the download), or even how many discs are in the box. "Internet Connection" isn't specific. (Ex. You need a connection to activate the game on Steam.) If you dig into the (post-release) ratings & reviews, you'll see people who ran into the same problem.
As I mentioned in the first post, I tried to find this stuff out well ahead of release, when I would have had plenty of time to cancel or change my preorder. No one publishes this stuff. I don't know why. I don't think this was Bethesda trying to pull one over on us. They just don't recognize this as an issue that affects their customers.
