It's hard as in it has a useless and arduous tutorial.
useless? no. arduous? yeah probably. It's really not THAT hard once you get it down, but you should definitely go through that tutorial (also you might get attacked by dudes on the way to the tutorial, in which case just walk backwards)

I picked this up on a whim for like $20 a while back (My actual goal was a wired gamecube controller of all things >_>;;;). Still sitting on my backlog like most games I own :/
I haven't touched this baby in a while (gotta love procrastination!), but yeah, it has a bit of a learning curve. After doing the tutorial and a couple battles, you should be able to get a good grasp of the combat. Best of luck to ya, duder. Keep truckin' till you get those dual smgs!
For me, the combat was really fun for about 5 hours and it just became stale and repetitive.. so much so that I ended up trading it in. I'll admit though, there are times when I wish I hadn't just because I was actually interested in the characters and would have loved to see how the plot panned out.
