    Overview

    Richard Hughes is an antagonist in the original Saints Row. A city alderman, he runs an unsuccessful campaign for mayor with an unpopular plan to redevelop the Saints Row district. However, with the rise of The Boss and the Third Street Saints, he is able to turn the tide to his advantage after pulling strings to blackmail the Saints into murdering the current mayor. As the winner of the election by default, Hughes invites The Boss onto his yacht, where he explains what has transpired, with the intention of having his men kill him. However, a bomb planted on the yacht by Julius Little goes off, killing him and putting The Boss into a coma.

    After his death, Richard's wife Monica becomes mayor of Stilwater in Saints Row 2, and subsequently a U.S. senator in Saints Row: The Third.
