Is this supposed to happen? I don't know if I should uninstall this game or what. Or maybe just burn my PC. I think maybe that'd be the best way to proceed here.

There's nothing like having an upside-down car with the wheels on the wrong side slam into a wall next to you and dump a horde of stretchy cobweb-people with guns in your face to make you wonder if staying up all night to play Saints Row IV was really such a good idea.
There is a 'glitched people' faction in the game, just like the mascot faction etc that are around the city. You'll find inside out people. Upside down driving cars. All sorts.
It's amazing.
@alistercat: I don't think I ever saw an upside down car when I played. Or maybe I did and it just didn't register! Must replay.. Once I'm done with GTA V!

@rorie: When review copies were out there, a few people were reporting these as bugs. Given all of the hot bullshit elitist talk that went down when some people didn't get the joke, I am thrilled that more people are missing this one.
My first reaction to seeing this in my game was uproarious laughter. Naturally my review copy locked up shortly after, so my laughter quite quickly turned to pain.

I was never confused about its nature as a goof, but it's a goof that makes me extremely uncomfortable. I basically have to use the flashiest abilities available to avoid seeing them so that I don't feel a bit nauseous.
Definitely surprised me at first! It's also hard to judge hit boxes on the enemies when they glitch but it's a non issue with how OP you become.
The first time I got to one of the virus uploads with the glitched out people, I laughed, cringed, screamed, and went "buhhhhh?" all within about five seconds. It was like the brain equivalent of sneezing and hiccuping at the same time. I'm lucky I didn't soil myself, really.
...But that could be said for a lot of things in Saints Row IV.
@rorie: Be not afraid. All is as it should be. (It's totally a part of the game.)
You'll notice that sort of thing a lot while near those red vortex-things. The texture-distortions (shimmering spots) will become more common later in the game, as well. It's amazing!
What I'm trying to say is it's supposed to happen. Burn the offending parts of the simulation, instead of your computer.
