In the US Amazon often will do this. Add in that amazon became Atlus's "Official Store" when Atlus closed down theirs and Atlus games especially get sent out to be delivered on release day.
Funny thing about all these people clamoring for voice acting? My guess is voice acting cut scenes are skipped at a huge rate.
I was going to get it day 1 but funds are a little short. I'll pick it up on PSN when it's on sale. Persona 3 goes on sale all the time for $19.99 instead of $39.99.

There is some voice acting. There's some banter right before boss fights, quips during battle (such as a character shouting "Persona!"), and there are a few FMV sequences that have voices. It isn't fully voiced though, not to the degree that P4 was.
I don't fine the lack of voice acting to be that much of a deal breaker in this game. The game doesn't try to take the more cinematic approach to story telling, instead it goes the traditional JRPG route. You know, boxes of text. And I don't know about you guys, but I tend to read the text faster than the actors say it and then hit X to bring up the next bit. Sometimes I let it play out, but most the time I move at my pace, not the games.

I'm exactly the same. Even when the acting is great, I'm usually too impatient to listen to the words I just finished reading.
Hopefully in any local retailers get it soon I might buy it , while I don´t know if I can bear the outdated design and old RPG grinding fest I´ll try suck it up just because Im really curious about the story like who this Philemon guy is and why is he a Butterfly now and why Igor kicked the opera singer and thr pianist out of the Velvet Room and people say Pre-Persona 3 games were pretty dark too so yeah Im a bit interested.
I guess it'd be fun if they Quicklooked this game. That way I can decide if I care that my PsP is broken or not.

That's the debate I'm having right now. To pick up the digital copy that I can carry forward with the Vita, or grab the physical copy and get the soundtrack. If only Atlus would deliver a digital soundtrack with the digital copy of the game. :(
Btw, I've played up through a few boss-like battles and most of the more important conversations had VO. The missing VO is in the side conversations you can have in almost every room of the game--which to me is fine, since that would have been a huge amount of VO that I would have just skipped because I read it faster than they talk.
