Any idea about how many people show up in a given period?  I went to Tartarus to rescue one and two days later another two get thrown in there.  So are there multiple people all the time and I should just wait until right before the full moon to get them all?

It doesn't really matter either way if you leave it. You still have to return to the entrance every time you find one anyway so you'll lose any progress from your last teleporter, but then you can get them all with one Tartarus visit if you leave it before the full moon. Of course, if Elizabeth tells you that someone you know has been lost in Tartarus, then you're best off getting them ASAP as you can't continue your s.links with them until you either rescue them or after the next full moon.
