I don't know much 'bout them racecars, but there was a Rifftrax-riffed short I saw some years back that featured scenes from an honest-to-God Irish Grand Prix. It was from the era of the Mid-Atlantic Accented newsreel announcer and the one featured in the short made a variety of tacky jokes about Irish people amid scenes of old timey cars speeding past clapboard advertisements for a laundry or something...

TL;DR - there totally was an Irish race in 1929, 1930, and 1931, and it ran in Dublin's Phoenix Park.

EDIT: Found the Rifftrax short on their site - looks like the announcer is actually Irish, so it's a 30's era Irish guy crackin' jokes about the drivers while the Rifftrax guys crack jokes in the modern era. I love all that dated Disney futurism. As an old, I fondly remember the now gone Horizons attraction at Epcot - it was a more 80's flavor of idealized futures, but man, as a kid, I really believed they were onto something.
