So, was playing through the ToLS and got the Armor Ring: Ice Mirror. I got curious and decided to check it out. I go into character creation and start to look all over the place just to find... nothing. Now, I am aware about the "Special Items" tab which isn't available at this moment for me. So my question is, when do I unlock the Special Items tab, and also, what exactly does the Rings and Gems do?

Yeah, i dont know what the special items is. And i got that item, not looked for it though.

That item is for not customized characters. Say you were to make a Nightmare by going to him, then on the first equipment spot you set  it to 1P or 2P you would not be able to edit any equipment except for the ring.

It's the last line on the equipment/accessories page of Character Creation.  It's basically a Standard Character's Power Up.

Schweet. Now... just out of curiousity, why the heck can't customized characters use them? Sounds sort of bad. I'll just check it up myself.

Because customized characters can use armor. There's no need for them.

Because if customized chars could use them it would be possible to stack 3 bars of health or have over 200% attack power(if it doesn't cap).  People spam health characters too much as it is.
