This awful region lock business. It's technically the same reigon far as games go but the prices are slightly different in most cases. (Or from some jerk companies, a lot more in Canada.)
Games can always be gifted cross region. There's no region lock it's just different pricing according to the value of your country's currency and currently the canadian dollar is weak.

Yeah, the Reddit post that ThunderSlash has explains it in pretty full detail. But in short, you're still able to trade to local countries without restriction, even in places like Russia. The only restriction is if you're somewhere where the dollar is super weak (Russia, for example), you can't trade to countries very far away that have a much stronger dollar.
